After a power outtage, my PC is now stuck in a restart loop on boot. (T_T)
So... looking things up and figuring out how to fix this. 🔨(I'm a newb at this.)

Hey Sigma, in the PC and on the motherboard there is a CMOS battery, look up a video on how to take that out (Super easy to take out) and pop it back in.
I just did that, thank you. It didn't improve anything.
However, I had been getting an error on my PC for months now, about replacing the CMOS battery. So now that I've learned about it, I'm going to replace it with a new one, and move forward from there.

Yes, sounds quie serious, have you also tried to boot in to Safe mode (if windows) I think it's pressing F11 during start up to go to a screen to do this. this also helps to repair Windows.
I've tried. Attempted to go into safe mode or display boot options a few times, but couldn't.
So I'll try again, after I'm able to replace the CMOS battery.
